Legalization, Certification & Attestation of the Documents Issued by the Sri Lankan Government

Ministry of Foreign Affairs of Sri Lanka and the overseas Missions of Sri Lanka now legalize and certify the documents according to the ‘electronic Documents Attestation System’ (e-DAS).

Therefore, if an applicant wishes to authenticate a document issued by a Sri Lankan authority, the original document should be submitted to the Consular Division of the Ministry of Foreign Affairs of Sri Lanka and should be obtained the customer copy of the same. When the applicant produces the customer copy to this Mission, the Mission will issue the certified/ authenticated document obtained from the e-DAS database.

Obtaining e-DAS services from the Mission


From January 2019 onwards, applicants are also be able to submit the original documents issued by Sri Lankan authorities directly to this Mission for certification according to the e-DAS system. In that case, this Mission will issue the customer copy on behalf of the Consular Division of the Ministry of Foreign Affairs of Sri Lanka and the authenticated document will be produced to the respective customer copy upon the receipt of the verification of the Consular Division of the Ministry of Foreign Affairs of Sri Lanka.

 

It is advised to submit the ‘Original copies’ of birth marriage and death certificates which were issued on or before 01/01/2008 for the attestation by the Mission. The birth marriage and death certificates issued prior to 01/01/2008 will be accepted for attestation only if the original document obtained from the original registry or the data system of the District Registrar’s office at the Divisional/ District Secretariat and certified by the District Registrar either on 01/01/2008 or thereafter.

It is necessary to note that the meaning of ‘Original copy’ is not the document handed over to the applicant by the Registrar who registers the birth, marriage or death at the time of the incident occurred. (This certificate mentions as ‘Issued free of charge’). In this context, applicant should submit the certified true copy issued by the District Registrar and if it is obtained before 01/01/2008, the same should be re-certified by the District Registrar as a true copy after 01/01/2008.


Attestation of documents/ Certificates issued by the Government of People’s Republic of China

Any document issued by the Government of People’s Republic of China should be legalized by the Notary Public Office of the relevant province of P.R. China and verified/authenticated by the Consular Section of the Ministry of Foreign Affairs, P.R. China, before submitted to this Embassy for attestation or legalization.

Education Certificates and Police Clearance Certificates of Sri Lankan students issued by the Government of People’s Republic of China

Education certificates and Police clearance certificates of Sri Lankan students issued by the Government of People’s Republic of China should be legalized by the Notary Public Office of the relevant Province of P.R. China and verified/authenticated by the Consular Section of the Ministry of Foreign Affairs, P.R. China (Tele :010-65961114), before submitted to this Embassy for attestation or legalization.

Other Information

Payments should be made in cash at the counter if the application is submitted in person.

All original documents will be returned after perusal.

If the applicant is unable to come personally to this Embassy to collect the documents, he/she may authorize another person, in writing. The person who comes for collection of documents should produce his/her identity and the original cash receipt issued by this Embassy.
